These are the underlying data for the maps in the Urban Wire blog, “Cuts to FHA Will Hurt Households and Local Economies Across the Country,” published on April 15th, 2025. Data on FHA originations is from the Home Mortgage Disclosure Act (HMDA) data. We calculated FHA and total loan counts at the census tract level in 2023 and used a relationship file to estimate distributions at the congressional district level. We weighted the distributions of loan counts to congressional districts by population when a census tract was split across congressional districts. We applied the same methodology to data from ICE Mortgage Technology on loan performance. Overall, this data covers between 50 – 90% of the mortgage market, depending on the district, and they consistently capture about 75% of FHA lending in recent years.
