In this dataset, the researchers introduce a comprehensive list of state and local laws that prohibit discrimination by landlords against renters with Housing Choice Vouchers. The dataset includes 12 state laws and 87 city and county laws passed between 1971 and the end of 2019. The dataset also includes substantive amendments to existing laws and select laws effective beginning in 2020. In the dataset, the researchers identify the key features of laws that may influence their effectiveness and provide a framework for assessing their relative strength. In an accompanying brief the researchers find that the share of voucher holders covered by voucher protection laws is growing over time and in 2019, these laws collectively covered about half of all voucher holders nationally. They also find that voucher protection laws are very diverse and have grown stronger over time. This suggests that those researchers and practitioners interested in assessing laws should consider how laws may vary across jurisdictions. The dataset is publicly available through the Urban Institute’s data catalogue for use by researchers, policymakers and advocates.
