Census Pulse Public Use Files: Questionnaire Two

Note: This entry includes the data for phase 2, phase 3, phase 3.1, phase 3.2, phase 3.3, phase 3.4, and phase 3.5 of the federal Household Pulse Survey. The Household Pulse Survey introduced questionnaire two with its second round of data collection (phase 2) between August 19 and October 26, 2020, ran its third round of data collection (phase 3) from October 28, 2020 through March 29, 2021, phase 3.1 from April 14, 2021 through July 5, 2021, phase 3.2 from July 21, 2021 through October 11, 2021, phase 3.3 from December 1, 2021 to February 7, 2022, phase 3.4 from March 2, 2022 to May 9, 2022, and began phase 3.5 on June 1, 2022. We stopped publishing new data on July 11, 2022. The first phase of the Household Pulse Survey ran from April 23 to July 21, 2020. The phase 1 data can be accessed here.

Note: With the beginning of phase 3.1, the Census Bureau made slight modifications to survey questions that impacted three of the variables in our data. Phase 3.2 included additional modifications to survey questions that impacted two other variables in our data. Modifications to the survey in phase 3.3 and phase 3.4 did not impact any variables in our data. Modifications to the survey in phase 3.5 impacted three of the variables in our data. Note: A previous version of this data incorrectly had missing values for all of weeks 28-31 due to a data join error. That issue was fixed on March 25, 2022. This error did not affect the Tracking COVID-19’s Effects by Race and Ethnicity: Questionnaire Two feature.

The Urban Institute has automated the process of reading in and cleaning the Household Pulse Survey Public Use Microdata files. We have combined the available public use files across all weeks into one standardized CSV (Public Use File All Weeks Questionnaire Two.csv) and generated a summary file (Pulse Metrics Questionnaire Two.csv). that powers the Tracking COVID-19’s Effects by Race and Ethnicity: Questionnaire Two feature. These datasets will be updated biweekly as new public use files are released until the Census Bureau discontinues the survey or introduces a new questionnaire or survey methodology for which the results are not comparable with the results of the second questionnaire (see our technical appendix for more details). Below are descriptions of all available files. To see the code for how we generated these data files, please visit our Github repo.

  • Public Use Files All Weeks Questionnaire Two.csv: A compiled CSV of public use files from all available weeks.. The file structure will be very similar to the Census Bureau’s published files but will have a few new columns appended. Each row represents a respondent from a given two-week release. Please carefully note the pweight column which is the person weight assigned by the Census Bureau to each respondent. Any metric you create from the data has to sum across the pweight column to arrive at the individual level estimates. For additional help understanding what each of the columns in this file represent, please see the data dictionary files below.

  • PUF Census Data Dictionary Questionnaire Two: The data dictionary as provided by the Census Bureau for the latest week in the data. This will be exactly the same as the Census Bureau's published data dictionary files. Note a couple of the Urban appended columns will not be in the data dictionary. For definitions of the appended columns, please see the PUF Urban Data Dictionary file

  • PUF Urban Data Dictionary Questionnaire Two: Urban has appended a few columns to the publicly available public use file. This file contains the descriptions of those appended columns. This file in conjunction with the PUF Census Data Dictionary should allow you to understand what each column means in the Public Use File All Weeks file.

  • Pulse Metrics Questionnaire Two: This is a summary file of a few selected metrics from the Household Pulse Survey. Each row in this file represents a indicator/geography/week/race combination. For more information on what each of the columns in this file represent, see the Pulse Metrics Questionnaire Two Data Dictionary.

  • Pulse Metrics Questionnaire Two Data Dictionary: The data dictionary for the above Pulse Metrics Questionnaire Two dataset.

  • Pulse Questionnaire Two Response Rate Metrics: This is a summary file of the item response rate by race and overall for the question(s) used to calculate each metric in Pulse Metrics Questionnaire Two or the question(s) used to determine eligibility to receive those question(s). Each row in this file represents a metric/week/race combination.

  • Pulse Questionnaire Two Response Rate Metrics Data Dictionary: The data dictionary for the above Pulse Questionnaire Two Response Rate Metrics dataset.
